Basic Django web application template.

Basic Django web application template. Designed for and works well with kjpc-ansible-roles (https://gitlab.com/kjpc-tech/kjpc-ansible-roles). Creates the basic setup for a Django web application using Bootstrap 4 and webpack. When joined with kjpc-ansible-roles, deployment is simple and straightforward. It also optionally includes the basic components for Celery, Channels, GeoDjango, the Django REST Framework, VueJS, and Wagtail.
